Busy??

Of course, you are busy -- isn't everybody. But you asked the question.

What are ways in which the 
FCC can better engage the 
public in open proceedings?

I am not quite certain how to label an organization that asks a question and then fails to respond to someone that cares enough to respond to your question -- hypocritical??

It really all boils down to that word, "care" -- you must truly care for your audience -- and act accordingly, because we all have the ability to sense a non-caring attitude -- and you aren't going to get much help if your readers get the feeling that you really don't care.

We have the technology to enable an individual to establish a caring social network -- one where a network manager and/or the author responds to selected participants. All correspondence is retrievable by each participant. A properly managed network will build on inter-participant communication thus building on the caring image.
